Chesterfield County, VA (1140wrva.com) _  The Chesterfield County Police Department is investigating an apparent hit and run crash that resulted in the death of a pedestrian.  Roscoe Baker, Jr, 58, of the 1500 block Armfield Road in Richmond was struck by an unknown vehicle while crossing the westbound lanes of Hull Street Road, near the intersection with Turner Road, Thursday morning shortly before 6:30 a.m.  Baker was pronounced dead at the scene.
